Problems with my 12 year old son?

Okay well this is the problem our 12 year old son Ian has been asking us for a little sister for years but we simply cannot afford another child right now. We've recently found out that he has been poking holes in our condoms in hopes of getting a baby sister and most recently our family doctor has told us that he has admitted to spiking his younger brothers food with hormone therapy pills he has stolen from my husbands pharmacy. He was hoping he could turn our younger son George into a girl. I'm at the wits end with my son I don't know what to do. Hes starting to scare me. Can anyone suggest what I can do about this?
