No. He is using freedom as the all-encompassing general concept in the first instance, then he is identifying an area within this concept that is out of step with the concept in the second (the charging of money for things). It is just a coincidence that you can use the word free specifically to refer to this activity as well as to the overall, general concept. Perhaps OP was highlighting the small irony?
