I am being stalked

My upstairs neighbour is always following me around and listening to everything I do. He's doing it right now, I just watched some tv and went to my pc room and I hear his footsteps follow me (the floor above me makes noise when he walks on it).  He does this almost everyday, following me into every room I enter. I can't continue living like this, I constantly play loud music to stop him from stalking me, but he keeps following me. What can I do to stop him, should I call the police or confront him? I tought about confronting him before, but I'm pretty sure he's mentally ill.

You haven't had an upstairs neighbour in 3 YEARS

they always go out when I go out. I think they are federalies.
