I don't have time to look up the plate boundaries but how about the Chiliean one? Or maybe the Japanese and Chilean one are connected. You have to remember the earthquakes dont occur instantaneously within one another. Plate's may be on the breaking point for many months or even years.
Earthquakes are enemies and they all live underground, and then one comes out and causes a ruckus, the other ones hear about it, but it takes a few weeks for information to reach them, and then come out too
