Many reasons. It is a powerful narcotic with a potential for abuse. But you've hit on the real point; that it's criminalization is arbitrary. Used moderately it's claimed to be beneficial by many. Abused, it's consequences are the same for tobacco users, with laziness thrown in, and no worse than those of booze, pills(the favorite of those who often oppose it's decriminalization), and yes, even food.

when you're stoned, you cant get work done. you're too lazy, getting distracted too easily.
Local governments need money so they'll make it illegal and fine people who smoke it, hence a reliable income generator.

Yes. In Canada, bootleg cigs are very common. Mohawk indians are in that business. There was even a large scale operation of smuggling official product from the US back into Canada, where taxes are higher on cigs. As for alchohol, some towns or reserves that are principally aboriginal have voted for "dry" status, and bootleggers sell there. Elsewhere, people bootleg to the underage market. Large scale production of alcoholic beverages is not done because duplicating all the varieties and flavours is just not easy. Pot, no one gives a shit about brands unless they are some kind of fucking pot elitist. Any idiot could grow it and sell it.

If they made weed legal, you would only be allowed to buy from licensed pharmacies, even then, it would be illegal to grow your own pot. Why? Because the government won't be able to regulate and tax it if some bumfuck is growing it in his closet. In which case the government gets no money, thus, there is no incentive for the government to legalize it.
Already there are stoners protesting the governments where pot may become legal because they say that the government can't tax their home-grown weed.

In this case the government has a proper reason for wanting to regulate (and tax) marijuana the same way they regulate any other legal narcotics.
So protesting stoners can go fuck themselves and better realize they're gonna have to smoke with moderation and purchase their pot from the pharmacy. Not that they have to, once pot becomes legalized, it will be IMPOSSIBLE to find illegal weed gardens since everybody will probably be smoking it and since it can be grown indoors, it will be impossible to enforce anything related to weed.
I was walking home and a vehicle had passed by, followed by a vapour of thick odour of drug. I was very put off by the rudeness. Such flagrant scofflawery deserves jail. It deserves jail, and a lot of it.
