I've got a couple of japanese socks proxies. Neither are permabanned yet (one got banned for a week, expires in two days. Apparently I am a bot. This was because I am an idiot. A box on /vip/ in the comments box says "don't type here", so I put in "Why not?". I was informed I was a bot. I deserved it though anyway, because JEWS).
Soon as one is permabanned from 4chan I'll post it here and we can troll 2ch with it

I'm not exactly sure. JP was blocked originally because they were sucking up a lot of bandwidth when 4chan was a smaller website. Today, that is no longer the case. Thus, ban is now lifted.
