Does "punishment" exist? That's a rather religious question, because in order for punishment for exist, you'll have to believe in some cosmic authority setting a universal moral for every living being, and from there establish a "right" and a "wrong", and also the totally bananas notion that two "wrongs" makes one "right", in order to balance some kind of "cosmic scales". You throw a couple of cows and aliens in there and you'll have yourself a case of regular weed science.
...but I don't think you're high on weed. You just want to hurt people without taking the blame for it, by pointing a finger elsewhere to try to distract the attention of the masses while you enjoy yourself.
You want to prevent deaths or more harm? No. If you really wanted to prevent deaths and more harm, you'd be more along the line of isolating them from the world, like putting them in a padded cell, and giving them help and therapy. If all goes well, then within a few months you'd have a couple of socially functioning citizens again.
...but that wouldn't really satisfy you, because according to you they'd still have to "pay for their crimes" or some shit. ...so it's not really about creating a better society for you (especially since punishing people just makes them more violent, thereby putting society at risk for the sake of your own pleasure). It's just what you tell people in hopes of fooling them.
