Does pepper spray work on cats?

OK, there's a bunch of stray cats in my neighborhood who keep attacking me when I'm walking to the bus stop.  It's getting really annoying now so I'm thinking of buying some pepper spray to fend them off.  Does pepper spray work on cats?  And is it legal to use it on animals?

Why bother?

Just set your dog loose on them.
