I think that the right to procreate should be changed to a privilege instead, aka Robert Heinlein's Starship Trooper state... everyone has the right to life but the right to citizenship (and thus have children) must only be given to those who have provided certain kinds of service to the state.
Under my regime, long-term unemployed/druggies will not be allowed to have children.
I'd stop short of genocide, but given enough population pressure (aka the movie Soylent Green), I may consider it.
