I also beg to differ. Windows 95 had been updated with the OSR versions, that included USB support. If you compare the original August 24th, 1995 release of Windows 95 to Windows 98, then yes Windows 98 > Windows 95.

If you're speaking about modern Windows that is still supported, then no. Windows 2000 still holds the title as being > than XP AND Vista.

Until July 7th, 2010 when extended support for it is done with.
