The reason Mr Brahm was prohibited from traveling outside Wisconsin AND New Jersey, stems from his initial charging.  Mr Brahm is widely credited with creating the first functional teleporter, yet he used that same teleporter to commit murder.  The only working prototype has two terminals ... one in Wisconsin and one in New Jersey.  The court saw fit to deny him travel, but the teleporter made it possible for the first time in history to be in another place far away WITHOUT traveling in the intervening space.  Hence, they said "and" for those two states.
