1) kids that explore each other's sexually is not necessarily wrong. you can't really stop that from happening without constant supervision. the way to help minimize mishaps is through scholastic education of sexuality.
2) adults that exploit children or otherwise help them explore sexuality in a undisciplined manner are just wrong.
3) a teen is not necessarily a child. in many cultures, a 13 yo is legally old enough to marry, run a business or hold a position of authority. i also remember a reading about a teenage captain of an english fleet of vessels that successful fought against pirates and rebels.
