I am speaking of everything from the fuel it runs on to how it can be launched.

For some reason, you have confused NASA and the ESA with progressive organizations.  In fact, you have confused their actions with space development in the first place.

I am speaking of all space organisations and whether it would be worth it to continue with what they have or impove it.

No.  NASA should be dismantled and its components put on the auction block.  It has wasted the opportunity of Western Civilization's technological growth period.  Largely, it's now a jobs program for PhDs with no other opportunities.

What I'm saying is that improvement is impossible with the current monopolistic waste represented in NASA.  Such an arrangement must first be fixed before Humanity in the West can actually take a real step outward into space.
