i know some faggot who gets 500 dollars every month from the government just for saying "i see things" every month to some psychologist. i know for sure he's perfectly capable of working, how do i report his ass for fraud?

Generally, his disability payments should be coming from the state in which he resides, hence the state department of worker's compensation or something like that.  Since too many people are nuts or vindictive, you're going to have to bring proof to the table when casting your accusation or you'll be dismissed out of hand.
