Agreed.  Last time I went to the DMV their driving instructor was texting people the whole time I was in the car.  I guess that's why I passed my driving exam.

I like hanging around the DMV and looking for exceptionally pathetic teenagers, then hitting their car with my bike while they're pulling back into the parking lot.

In Wisconsin, this counts as an auto fail for the driver, even if it isn't their fault.

Hopefully that's true for other states.
