The government knows that cannabis makes people think, while alcohol on the other hand clears the mind.
If people started smoking cannabis as much as they want, soon enough they would start thinking about ways to create an utopia and eventually overthrow the government.
With alcohol that would not happen, and so it allows the government to control the masses.
