One genetic mutation has no bearing on another.  i.e. skin color mutation, is completely independent of any type of intelligence mutation.   Having said that, isolated groups of humans may develop random mutations that make one or the other smarter over time - they may also develop cultural behaviours that make them more successful, but given the complexity of cultures it's almost impossible to judge which, when or if that is happening at all.

Mother nature, for example, doesn't judge at all.  She just lets us kill each other to make the determination.
