Bathing and other cultures

Is there ANY indian/eastern type culture that has something against bathing thoroughly? I always wondered, because I used to be good friends with this indian dude in high school. I noticed right away he had some kind of funky smell, but I ignored it for some weeks... Then one day when I had him over at my house, I looked - and I mean really looked - at the back of his neck. It was covered in some kind of dark greasy shit-smelling filth. I asked him if he ever washed the back of his neck, and he just laughed it off. After that, I stopped talking to him so much and we drifted apart.
