How DO they do it (Clairvoyance and such)

I've wanted to make flashes for a while - flashes of the same calibre as Nightmare City - http://clairvoyance.hp.infoseek.co.jp/ - get a flash prog and away I go.  No problem, right?

Problem - Zooming in, I realise that the quality of most objects does not deteriorate.  The first word that comes to mind is "vectoring" but other than the spelling I don't have the first clue about how to use it.
Problem - I'm not sure which program to use.  Macromedia/Adobe Flash is the first one that comes to mind but I don't want to waste a ton of time on what I'll later find out is an inferior program.

Any ideas?

I also am curious on the subject of flash animations. What kind of programs do they usually use? I once tried (probly pirate, don't remember) Macromedia Flash once and it was extremely confusing.

They all use Macromedia Flash.

Learn it or you're stupid, 12-year-old kids can make relatively good flash movies, you can learn. Just spend more than 2 hours on it before giving up.

When in doubt hit F1 you retard.
