I have lived in Ontario my whole life. I have never seen anyone walk around topless in a city. On a beach..... maybe once. But there are topless beaches in the U.S. too.

Full nudity is legal in all of Barcelona, Spain. Top less is ok in all of its beaches and full nudity is ok in some small beaches as well as all the nudist areas.
