should the guest or organizer pay?

when people invite others to have dinner in a restaurant for an occasion (birthday, celebration, leaving), should the guests pay, or the person who came up with the idea? i've always wondered.

i do know that guests never pay when it's a wedding but not sure about rest.

Guests should pay themselves. Period.
