Japanese do eat and sell a significant amount of kimuchi (they consider it to be healthy), it's just they don't eat so much of it that the garlic smell exudes from their pores, like Koreans.  Japanese also managed to improve the recipe (mainly the process of making it), and made a kimuchi with all the health benefits, without the smell.

They also don't use it to complement roast dog, like Koreans do.

sure, that's not exactly something to be proud of, culturally, but people all over the world own restaurants of other nations' cuisines. many japanese chefs learn the cuisines of other countries (just watch any cooking show!!) - italy, france, etc. you can't single korea out on the whole issue of food. take pizza for example.
