ive been surfing this site for about a year now. and has it always been full of people who type in all caps and call people fags or niggers and use all those fucking retarded internet abbreviations? its starting to get a tad on my nervs

I don't know if 4chan was always like this.  I've been here for 6 months or so.  Yes, at first, it was really annoying that all these people are calling everyone faggots for no apparent reason.  Just ignore them.  There are still some normal, nice people here.

I asked a question, and a lot of people gave me useless answers and called me a fag.  I ignored them, but eventually a nice person actually helped me, thus the people who called me a fag have no power.

So yeah, there is a lot of stupid useless crap on 4chan, but there's still a lot of good shit mixed in with the bad shit.  4chan is like shit with corn in it, where the shit represents the masses of name callers and people who post useless stuff.  The corn represents the rare golden nuggets of goodness that can be found here.
