Why is this a bad idea? I think it would be useful for TLDs to be enforced. However, a better way to implement this might be to have a "safe" TLD, like .kids or something, and only let the good sites in rather than try to keep the bad sites out.

See, there's the inevitable issue... It would prevent forums and such from being able to display any pornographic content.
Thus sites would become divided into those dedicated to porn, and those completely devoid of it. Which reduces the casual involvement of pornography in online society, which is the real aim of such a law being created.
