Let me answer some of your questions:
We can access /b/ and all of World4Chan. I don't know how to get "exempt" from the ban on the other boards, besides using a proxy which I don't like to do. Do you think Moot would unblock my IP if I emailed him? What do I say? "Hi, this is anonymous-san from Japan, please unblock my IP kthxbye"??
I don't know about Korea, but as the rest of the world is unblocked I have a feeling Korea is unblocked as well. NIDAAA~!
As a frequent user of 2ch and Futaba (2ch more than Futaba) I can say that there are far fewer flaming posts when you think about the massive amount of people using the board at any given time. There are also A LOT FEWER TRIPFAGS which I think GREATLY adds to the quality of the boards. Japanese people acutally understand the concept of "only using a tripcode when your identity is relative to the conversation." But then again, I love /b/ too. The respective atmospheres of /b/, ニュー速VIP, and 二次元 are each very different.
Does your IP change? If it doesn't, it'll get unblocked if you ask (well, unless moot forgets about it).

I'm pretty sure it doesn't change, but I heard once there was some sort of deep block on Japanese IPs that couldn't be lifted easily... I dunno, I don't really know that much about IPs and banning and stuff. I'll see if I can get Moot to listen to me, I've really been missing /f/ lately...
