The vast majority of Japanese are required to take English for up to 8 years but only a select few actually CHOOSE to know and use it beyond that. The others simply don't progress and, as a result, retrogress. I imagine,if you're an American, you took Spanish or German or the like for 4 years in high school. If you didn't continue your study, would you be comfortable using that language to communicate with a foreigner? Probably not.
