What is the best way to "relearn" it? I have got my B2 certificate when I was 17, but now I am 20 and remember little of it.

Not sure, have you tried Anki? I use that for Japanese, so I'd assume they have some flashcards for German as well.

It sounds really angry to me, but if you speak English, I remember our teacher in high school saying that English is a Germanic language, so there are a lot of cognates.

Also, being bilingual or multilingual is hardly a bad thing.

I already know a little Spanish.

But I am not trying to "learn" German, I already have a good basis. I am just rusty at it and would like to "relearn" and, after that, continue learning until fluency.

My mother tongue is not English, but I don't believe learning German through English material would be bad, would it?

Just get some books in german and read them. Maybe you should also get a dictionary and a grammar book, just in case you don't know something. That's pretty much how you increase your skills in any language that you already speak at least a bit.

Two names off the top of my head; Michael Mittermeier and Kaya Yanar. Mittermeier features on things like "Neues Auf Der Anstalt", Yanar on "Was Guckst Du?".

And yes, that's just one place to start. There's plenty.
