Did you even visit the chatroom? Why do you think it's only Japanese? There have been people there from several countries, speaking several languages. I assume you're just trying to be a dick.
Anyway, the chat's a good way to get in contact with native speakers and fellow students of various langs (including programming languages, as OP mentions) and it doesn't have unhelpful dudes in it like >>11
