So what did moot say here?
I would try to figure it out on my own if it were all in hirigana, but i know nothing of katakana or kanji

rough translation:

Hey you guys in Japan!
Would you like to meet with moot in a 'guerilla offline meeting'?
7/24 (Sunday) 3pm Meeting in front of the 'Raji Hall' (not sure what that is)
