Put すぎる to the root of an adjective:

too big = 大きすぎる (大きい+すぎる)
too loud = うるさすぎる (うるさい+すぎる)

Sometimes すぎる is written in kanji as 過ぎる. So "too sad" can be 悲しすぎる.
