Does it have any purpose? It looks like an interesting language...but nobody really speaks it.

Tolkien based one of his elven languages off of it. Maybe more, I can't remember.

Of course, that doesn't make it any more practical to learn. Unless you're planning to move to Scandinavia, it's probably not worth the effort.
