I'm wondering about ,, is there some sort of language ,, that uses commas in pairs and trios ,,, possibly to seperate statments or something ,, I keep seeing text like this ,, I'm wondering how a person could end up with ,,, this sort of punctuation

Retard language does use commas in pairs and trios.
You konw, triosmy and all.

The quotation marks had too much to drink.  They just need to lie down for a while.
