caps lock is cruise control for cool
"Caps lock" does not exist in Latin. I'll use "clauis maiusculae" ("key of capital [letters]") instead.
"is" - sum, es, EST.
"cruise control" doesn't exist, too. I'll use "uolantis", neologism, from the Romance languages.
"Cool" here is NOT "low temperature". Roman people used "di magni!" ("great gods!") for everything you would call "cool", so I'll use it, changed to "deorum magnorum" since it'll be genitive ("of great gods")
So...
clauis maiusculae uolantis deorum magnorum est
or, in old style,
CLAVIS·MAIVSCVLAE·VOLANTIS·DEORVM·MAGNORVM·EST
Translating literally, it's something like
"Caps Lock is the steering wheel of the great gods". C'mon, the phrase is cool anyway, and it's in proper Classical Latin :D
