Nope, world4ch is pretty much always accessible. It’s full of spam for a reason.
I’ve always been able to access the text boards when blocked, and IIRC last year a lot of North Africans appeared to be blocked, there were threads on here with their complaints. Don’t want to bother finding the thread(s?) now.
