I'm from Australia and I've tried deleting my browser cache.
What more can I do?

It's an issue with Cloudflare's LA network, not your PC, network, cache, etc.

Yeah I know because if I try to access 4chan through TOR I get in no problem. Practically every TOR node is banned from 4chan because of CP posting but a few aren't so I kept trying and eventually go through.

However, I tried a proxy through hidemyass and it works fine, also works through my phone and tablet, so if you want you can just use that, but still, not a permanent solution.
