Here's a thought: swap around the flood limits for posting with `sage' and posting without `sage'. i.e. using `sage' means you have to wait 30 seconds until your next post, bumping means you have to wait 60 seconds.
This would encourage more people to use `sage' for trivial posts that don't warrant bumping the thread, and in threads that should not be bumped to the front page. Basically how it should be used, rather than as an insult or to show contempt for a thread.

Wouldn't work on 4chan. It's way too fucking large for something like sage to work properly. That works on the slower boards and all. Well, it wouldn't work on /b/ at least. Some other boards like /r9k/, /x/, /int/ and others it may work because those are slower and threads can last for awhile there. But on /b/ it'd be a failure.
