So what's wrong with /adv/? Personal finance is covered under "Advice" pretty nicely. If you dislike the userbase then just go elsewhere rather than throwing new boards at the problem.

I'd love to have that board, this is an idea of often though of myself as currently there is nothing like this out there. Something that combines the collective "knowledge and experience" of 4chan, but applies it to something useful. Sure, there may be a lot of pump-and-dump schemes going on if the board gets made, but they shouldn't be that hard to notice, and even if some leak through, pump-and-dump spotting is something any investor should learn how to do.
