/g/ is supposed to be for images of computers. /v/ is supposed to be for video game related images. /comp/ is supposed to be for actual discussion of computers and /games is supposed to be for actual discussion of video games. Why doesn't it work this way?

This has nothing to do with moderators. It's not against the rules to have discussions on the image boards. Anybody who thinks mods would have you for discussing in the image boards is a retard. This has to do with the way westerner view image boards. Westerners view image boards as forums. Whereas originally in Japan, image boards are more about image dumping and light discussion that always centers around the images themselves.

In the west images are secondary and discussion is primary. For example, people use reaction images to reinforce their post in the discussion, not because the image has anything to do with the topic.

I agree, I once posted here that reaction images should be marked as such and not count towards the images in thread total.  Any time you attach an image it should ask "Is this a 'reaction' image?" "Yes/No?".
