A capacitor can be instantly charged by connecting a power supply across its two leads, the rate at which a capacitor charges can be controlled by connecting a current limiting resistor in series with the capacitor and it also depends upon the sizes of the capacitor and current limiting resistor, this is known as the time constant and is calculated by: time constant = C(farads) * R(ohms).
After one time constant, the capacitor is charged to about 0.6 of its full charge and would require a further 4 time constants to fully charge.
Capacitors discharge in the same way that they charge and would loose about 0.6 of their charge every time constant.
