No, it attracts kiddies who need constant visual stimuli to read/type more three words.  That doesn't mean it can't have superior discussions though.

As long as it doesn't take up too much of a board, I don't think it really has an effect.  If we're talking about the work-safe boards, however, it technically shouldn't be there in the first place

Depends. But it seems that most imageboards it can be more of a distraction than a discussion starter. Maybe I'm biased, but there doesn't seem to be that much difference in discussion on a textboard from an image based one. Except for imageboards being more popular.
