There's no such bot that I'm aware of. There is a bot that people play around with, but I think that's more of a Rizon network bot than just for #4chan. As far as I know a moderator has to be around to see your link to the offending post/thread.

Mentioning their names however does get their attention eventually. Perhaps there should be some kind of bot, but I'm not sure how better things would run if there was one. 4chan is pretty understaffed as it is.

The report system basically sends a small report to a page that the staff uses. They used to use some sort of thing written PHP to sort through each thread back in the day. I'm not sure if it's in use now.
