How the fuck is this even possible?

You clear your cookies and then use command prompt to change your IP. You can google how to do those in more detail. But that's how it's done.

Well if they ban your IP range then just use a proxy. There's way too many for them to block all of them. And if it is not 4chan then the proxies work on pretty much every chan. You can keep getting new ones and coming back. They will ban them, but you can still bypass it.

Yes, but for 4chan almost every proxy is banned. It's rare to find one not banned for CP. But for most of the other chans, most proxies are not banned.

They bypass the bans so they can continue to post. They got banned for some reason and do not feel like waiting until the ban is over. So they clear cookies/ change their IP and come back. Takes less than a fucking minute if it's done right.
