The link you posted seems to be of someone (op) just asking where moot was and complaining about how 4chan had apparently changed (which you're apparently not allowed to do).
I have personally seen someone (perhaps even this guy?) get banned for impersonating moot though, but then users got upset about the ban because people had gotten away with impersonating moot before.
If it's still a bannable offence to impersonate moot, it makes it even more strange because trip-moot has been around long enough for me to actually start recognizing his trip (and I have a very poor memory).
Just google trip-moots trip and you'll find sites, although I think I recall one of them being EncyclopediaDramatica, so...
