4chan needs a Random/General board

Alot of times when browsing my favorite boards - /v/, /g/ and /wg/ I have questions I want to ask people but it's off topic to ask on those boards - or any other board for that matter, thing is there is no real Random board since for some reason the Random board is just spam (curious, was /b/ made solely to be like it is now, or did it just turn that way?)

Anyway, just an idea.

/b/ is more than just spam, it just has problems with viral idiots downloading pictures and running them as .js, which makes their computers spam the boards with more pics to run as .js files.
/b/ has little outbreaks, but for the most part it is a Random/General board

Yeah, I know, relationship crap, but it still it is kind of decent as a semi-random board. Unfortunately it's on the same server that hosts /b/. (img.4chan.org)

(curious, was /b/ made solely to be like it is now, or did it just turn that way?)

The original name of the board was "Anime/Random", and moot and  co. have always regarded the board as a "retard bin". Nowadays it's a huge retard city. So I guess a little of both.
