Take a look at http://dis.4chan.org/read/img/1232618558/23 that post mostly explains why sageing is more difficult to do, but the flood detection system has been modified to curb spamming and other things as well. Although recently, /b/ was flooded with a bunch of "red box" image spam from ~~people~~ idiots saving said images and renaming with a .js(e) extension.
