I think that's one of the biggest reasons why 420chan was founded. They have a board on Something Awful dedicated to drugs and drug discussion, but there was no *chan site that really revolved around that culture.
Also, if you look around on 4chanarchive, there's a thread that moot appeared in where someone asked him what he though about of the other *chan sites like 7chan and 420chan, and he said he's not really into drugs. So I wouldn't count on the board being created.

I'm not against such a board being created, however there is an entire *chan site devoted to the topic, with different boards for different types of drugs, 420chan. Besides, 4chan is suffering from lack of active moderation on the 42 other boards outside of /b/ and /r9k/, adding more boards is only going to make it more difficult to manage at this time.
