You're kidding, right? CP gets posted ALL THE FUCKING TIME, it's just that most of the time, it gets deleted before more than a handful of people SEE it. That was pretty much the REASON why the "Report" function was put in place to begin with - to help deal with the ever-increasing frequency of CP on /b/.
Before that, it was not rare for CP posts to last five or ten minutes before a mod (there were no janitors then) noticed it. "Twenty Minutes!" was a fairly popular meme used as a stock response to CP, back in the day (after one CP post had survived that long before deletion). Often the first reply in a CP thread - even before "fukken saved!" - was the clock-countdown image from Evangelion, sometimes altered to start at 20 min. In the days immediately before reporting came along, there were threads that lasted even longer than that (I remember one that lasted over forty-five minutes).
Three things: reporting, and the institution of the "replying to CP = b&" policy, and the prohibition of JB and other "grey area" threads (which often started with legal material, only to shift to CP in the middle), rather killed the culture of CP threads which once existed on /b/. It STILL gets posted, though, on /b/ and even sometimes on the worksafe boards, though. Deleting CP is, as I understand it, once of the principal tasks occupying the time of mods and janitors alike; which, by the way, is why they don't always respond to reports for rule violations in a timely manner, as "illegal content" has priority.
