If there are threads which are woefully off topic and need pruning, (I'm specifically thinking of circlejerk threads in /co/), how can we get them deleted without using 'illegal rule', which apparently is out of bounds? (Got a warning, would like to avoid repeating it.)

It's not complicated. Reports are there so you can report a thread and then you have to sit and wait for a mod to get to it. If anything your problem lies with lazy mods rather than anything with the Report system.
That or you need to loosen your belt and calm down. You reported a thread and it's going to get deleted eventually much to the chagrin of everyone posting in it. Be proud.

No, that's not the problem. The thread was deleted, but is there any way of reporting a thread without getting a warning?

Then by the sound of things, the problem is you reporting something that wasn't worth reporting. You never get a warning unless you used the so-named illegal rule (which is, being honest, usable WHEN?)
