Post threads less often occurs when:

Receiving the Post threads less often message, going back, and hitting reply again in the same window after waiting

Posting a reply to an existing thread, then posting a new thread

Receiving an unrelated error message like "Subject too long" counting as a post, so that a new post still counts as "too often" when posted

It happens from using the same window, no matter how long since your last post
