Why doesn't /f/ get upgrades?

One major thing in particular - the report button is completely broken in /f/, as it depends on imgboard.php, which /f/ lacks.

/f/ should keep uploaded flashes at least 10 minutes after they've left the screen since by the time I finish a flash and go back to the page something I wanted to see is 404.

/f/ needs to be fixed in many ways.

1) A little enforcement of, at least, general rules. Especially, no furry outside /b/. And mass mistags (really, tagging [L] as [H] has its limits, and it's no fun anymore) and floods.
2) Fixing mah buttahs. Report button is dead, delete button works in a very funny way. When you select post in the thread and click delete, it subtracts 1 from post counter, but post stays.
